公共施設における監視制御システムとその上部に位置する情報管理システムは，情報処理技術を利用することによりオープン化が徐々に進んでいる。しかしながら，オープン化は安定稼動と信頼性が求められるこれらのシステムにおいてはメリットとデメリットの両面を持っている。
このような背景から，公共施設技術委員会では「公共施設における監視制御・情報管理技術調査専門委員会」を設置し，2007年10月から2009年9月までの2年間に渡り調査・検討活動を行った。
本委員会では，全国の事業体に監視制御システムのオープン化に対して10年前に質問した内容で再度アンケートを実施し，回答を比較することで意識変化を調査した。また，ユーザの情報処理技術の導入状況をアンケート調査した。さらにメーカの意見を収集して意見の違いを整理し，この差異を埋めるための考察と提言について本技術報告書に結果をまとめた。 |

Because information technology is used, the open system is gradually adopted to the monitoring control system and the information management system in public facilities. However, the open system has both sides of the advantage and the disadvantage in these systems from which the stable operation and reliability are required.
Based on such a background, public facilities technology committee established "Investigating R&D Committee on Monitoring Control System and Information Management System for Public Facilities", and the investigation and the research activity were done for two years from October, 2007 to September, 2009.
This committee conducted questionnaires again to the waterworks, sewage works and waste bureaus about the open system of the monitoring control system, same as ten years ago, and compared answers. And the introduction situation of the information technology was questioning investigated to the user. In addition, the result of consideration and the proposal to collect maker's opinions, to find out the gap of consideration between user and maker, and to eliminate this gap was summarized in this technical report. |
