道路の多様化が進む中、土木構造物・橋梁等の道路本体だけでなく、電力エネルギー供給システム・情報通信ネットワークシステムからなる道路交通情報インフラストラクチャー（以下「インフラ」）が果たす責務の割合が非常に高くなっている反面、年間３６５日２４時間、間断なく運転・運用されているため、システム全体の安全性と信頼性向上の確保を目指し、リスク管理を徹底して行う取組みが今一層望まれている。
「道路交通情報インフラのフェイルセーフ設計とリスク管理に関する調査専門委員会」では、2008年4月から2009年3月までの２年間、主に道路交通情報インフラフェイルセーフとリスク管理の視点から現状を俯瞰し、取り巻く課題を調査した。
まず道路交通情報インフラのトラブルや運転ミス等の原因等を調査し，開発，整備，運転，維持，補修等各々の段階における，フェイルセーフとフォールトトレーランスについて調査した。
次に、フェイルセーフとリスク管理の視点から道路交通情報インフラの現状の課題を明らかにし，あるべき姿について展望を行った．さらにＩＴＳによる新たな機能について，導入する場合に留意すべき事項ついて調査も行い、これらの活動をこの報告書としてまとめた。 |

In recent years, there are various kinds of needs in roads. Not only the road itself such as civil engineering structures and bridges but also the road traffic information infrastructure, consisted of the electric power supply system and the information network system, has more important roles.
On the other hand, it is operated so continuously that it is required to improve the safety and reliability of the total system and manage the risk control perfectly.
Investigating R&D Committee on Fail-safe Design and Risk Management for Road Traffic Information Infrastructure mainly investigated the current situations and problems from the viewpoint of "Fail-safe and Risk management" for Road Traffic Information Infrastructure, for two years from April 2007 to May 2009.
This committee investigated the causes of the troubles and mistakes in the operation of the road traffic information infrastructure, and the condition of fail-safe and fault-tolerance in the stages of planning, construction, operation, maintenance and repair.
Then, the committee tried to clarify the current problems on the road traffic information infrastructure from the viewpoint of fail-safe and risk management and surveyed what it should be. In addition, the committee investigated the points to introduce the new function of ITS Technologies.
This report summarizes the outcomes of this investigation and discussion. |
