■要約(日本語) 上・下水道システムは,河川等からの取水,導水,浄水,送水,配水を経て家庭やオフィス・事業場に水を供給し,発生した下水はポンプ施設を含む下水管路システムによって下水処理場まで送られて処理後に放流される。電気計装設備の大規模震災時被害は地震動などに起因する物理的な破壊もあるが,主な被害は津波や洪水に起因する水没であると考えられる。また,電力供給停止にともない,上下水道の機能が停止するとともに,水運用システムや緊急時連絡網なども停止するリスクも小さくない。このような背景のもと,当委員会では公共施設の安全策・リスク管理において今後取組むべき課題を明確にするため,被災施設のヒアリング・アンケート調査を実施した。この結果,上下水道施設が影響を受ける可能性のある災害については,地理的環境や気象条件をはじめ,施設,設備の種類や規模によっても異なることが明らかとなった。また,リスクについては認識していても財政上の問題で早急には対策できないなど,災害対策についての考え方や内容に大きな差異があることが分かった。つまり,低頻度・大規模災害への対策は,施設の立地条件や被害想定,財政規模等を総合的に勘案して進めていく必要がある。これらを踏まえ,本報告書では発電機のデュアルフューエル化や通信手段の二重化など,上下水道施設におけるリスク分散とその在り方について提言を行った。
■要約(英語) In a water supply and sewerage system, water taken from rivers is led, treated, delivered, distributed, and supplied to homes, offices, and plants, and the resulting sewage is delivered to sewage treatment plants via sewage pipe line systems, which include pump facilities, for final treatment and discharging. In the wake of a large-scale earthquake, it is expected that tsunami/flood-induced submergence would damage electrical instrumentation systems more than physical destruction caused by seismic ground motion would. In addition, electric power supply outages may cause water supply and sewerage systems to stop, with some risks of disrupted water operation systems, emergency communication networks, and other systems. Given such background, this committee conducted a questionnaire-based hearing survey of disaster-stricken facilities to clearly define the issues to be solved in developing safety measures and risk management for municipal facilities in the future. The survey results found that the possibility of a water and sewage facility getting damaged by a disaster varies depending on the type and scale of the facility/equipment, which includes geographical environment and weather conditions. This survey also showed that there are large differences in how they view and approach countermeasures against disasters. For example, some understand what their risks are but are unable to take action immediately for financial reasons. In other words, it is necessary to take countermeasures against low-frequency, large-scale disasters by taking into account the facility's locational conditions, expected damage, and available budgets in a comprehensive manner. Based on these considerations, this report proposed dispersion of risks at water and sewage facilities and what it should be like, such as the use of dual fuel electric generators and dual communication channels.
