ビル等の建築物の中央監視制御設備はビルの電気、空調、ユーテリテイなどの対象建築施設を中央監視室（防災センター）にて監視および制御し、設備のエネルギーや人の効率的な運用と稼働状況を人的または自動的に常時監視し、またトラブル発生時に適切な対応し良好な運用とメンテナンスを維持し重要なインフラとなっている。この中央監視制御は制御、計測・計量、コンピュータ応用、通信とネットワーク応用、信頼性、アプリケーションソフト、監視制御対象の特性、システム構築、性能検証、保全等の各種の技術から構成される。これらは工学的な見地から体系的に検討はされず、既存の関連個別技術の集合的成果物としてきた。これらの技術を工学的展開として体系的に下記に纏めた。

An ICT oriented BACS（Building automation and Control System）is constructed by various engineering of technique fields, such as electrical engineering, electronic engineering, communication engineering, system engineering and etc. This technical report describes the development to an academic engineering on BACS construction from such various technique fields to make BACS more smart, open, useful and economical from the view points of followings,.

③ Reliability securing technology on BACS,
④ Modeling monitoring and control Information on building automation and control system,
⑤ Interoperability of building automation and control systems and the services
