本技術報告は電力安定供給，環境保全，レジリエント化などの社会的課題を解決するとともに，エネルギーサービスのステークホルダに経済的，環境的なメリットを享受することを目的とした調査研究の成果を纏めたものである。
本技術報告では，国内外の電力エネルギーサービスの技術開発，標準仕様，制度設計などの状況のレビュー結果を説明してる。さらに，国内でエネルギーサービスの対象となるポテンシャルの高いと考えられる蓄熱システム，蓄電池システム，発電機システム，空調システムなどの需要家の電力資源からの調整力の創出と流通を例に，システム仕様および，その制御仕様を説明する。また，国内外への標準仕様提案を目的として検討したエネルギーサービスのユ―スケース化，ユースケースを実現する情報モデルおよび，システム実装に必要となる通信ネットワーク仕様，セキュリティ要件を説明している。最後に，これらエネルギーサービスのために開発され，国内外の実証試験で使用されているOpenADR, IEC 61850の使用例を記載した。 |

This technical report aims at solving social issues such as stable power supply, environmental protection, and resilience. This report summarizes the results of research on energy service stakeholders in order to realize economic and environmental benefits in connection with the realization of this objective.
This technical report describes the results of a review of the status of domestic and overseas power and energy service technology, standard specifications, and institutional design. In addition, the system specifications and the creation and dealings of adjusting power from customers' power resources, such as thermal storage systems, storage battery systems, generator systems, and air conditioning systems, which are considered to have high potential for energy services in Japan, Its control specifications will be described.
It also describes the use cases of energy services that were examined for the purpose of proposing standard specifications in Japan and overseas, information models that realize use cases, and communication network specifications and security requirements that are required for system implementation. Finally, examples of the use of OpenADR, IEC 61850, developed for these energy services and used in demonstration tests in Japan and overseas, are described. |
