我が国の上下水道事業は，収益が伸び悩む中，施設老朽化による更新需要の増加，技術者不足など厳しい環境にさらされていることから，設備保全・維持管理の重要性は益々多くなる。全国の自治体に対し，上下水道施設における設備の保全や維持管理に関して，ユーザーがどのような問題・課題を抱え，どの様な工夫を試み対応しているのかなどの観点をアンケートでヒアリングした。アンケートの結果から，日常・定期点検に多くの時間が費やされているが、その結果が点検作業内容の見直しに繋がっていないことや設備台帳は整備されつつあるが、情報共有や設備状態の評価などには十分活用されていないことがわかった。以上から、設備保全・維持管理を効率よく実施するためには、点検業務省人化システムや点検結果に基づく設備状態診断の積極的導入、故障事例や製造中止部品などの情報共有プラットフォーム構築と活用方法の確立を提言した。 |

The water and sewerage business in Japan is exposed to a severe environment such as an increased renewal demand due to aging facilities and a shortage of engineers, while profits are sluggish. Therefore facility maintenance and equipment management grow increasingly important. A questionnaire survey was conducted to local governments nationwide regarding the problems users have and how they try to cope with the problems in the water and sewage facilities. The survey result indicated that a lot of time is spent on daily and regular inspections, but the results have not led to a review of the inspection work contents and the equipment database is not sufficiently used for information sharing and evaluation of the status. We have recommended the active introduction of a labor-saving inspection system and equipment condition diagnosis based on inspection result. We also suggested the construction of an information sharing platform for failure cases and discontinued parts, and establishment of methods for utilizing it. |
