高速道路交通管制の主な役割は，交通の安全性，円滑性，快適性の確保にある。なかでも，道路交通の安全は最も重要な問題である。最近，事故に直結する逆走や誤進入の未然防止や，甚大な被害をもたらす気象等による災害時の情報提供の重要性が指摘されている。そこで，本委員会は異常交通のほか異常気象等も含めて，高速道路交通管制における異常事象の早期検出，異常事象情報提供やその効果に関する調査・研究を行うこととした。本委員会では，高速道路における様々な異常事象のうち，高速道路における交通阻害要因を「異常事象」と定義して，関連する事項について広く調査研究を行った。
本報告書は，委員会における調査研究のまとめである。この報告書では，高速道路交通管制における異常事象情報提供システムの現状，異常事象情報提供システムの高度化，および異常事象情報提供高度化のための関連技術などに関する調査検討について述べている。 |

The main role of highway traffic control is to ensure traffic safety, smoothness and comfort. Of these, road traffic safety is the most important issue. Recently, it has been pointed out that it is important to prevent reverse driving and accidental entry, which are directly linked to accidents, and to provide information in the event of a disaster due to weather that causes enormous damage. Therefore, this committee decided to conduct research and research on early detection of abnormal events in highway traffic control, provision of information on abnormal events, and their effects, including abnormal traffic as well as abnormal weather.
Among various abnormal events on expressways, this committee defined the traffic obstruction factors on expressways as "abnormal events" and conducted extensive research on related matters.
This report is a summary of the research conducted by the committee. This report describes the current status of the abnormal event information provision system in highway traffic control, the sophistication of the anomalous event information provision system, and the investigation and examination of related technologies for the sophistication of the anomalous event information provision. |
