上下水道施設において，施設の老朽化，職員の減少，財源不足等の内部要因によるリスクや，環境汚染や災害等の外部要因によるリスクが潜在しており，リスク低減への取組は，安心，安全で安定的なサービスを提供する上で非常に重要である。従来の取組は，老朽化設備や機器故障に対する予防保全に重点を置いていたが，近年のICT技術の普及，大地震や雨水浸水等の災害発生により，セキュリティマネジメントや災害リスクマネジメントについても重要度が高まっている。
このような背景の中，上下水道施設におけるリスク低減への取り組みについて調査を行った。対象のリスクは多岐にわたるが，本調査では主に水質，災害，設備，人材とセキュリティに注目して調査を行った。まず、注目されるリスク対象の変化を把握するために文献調査により過去の文献数を整理し，また，現状の上下水道事業者がリスク低減に対してどのように考え，どのような対策を行っているのかアンケートを実施した。アンケート結果から事業者が考えているリスク低減に向けた対策として，優先しているリスクや，実際に発生した事象，何を対策しているかを整理し報告した。また，リスク低減に関する技術を紹介し，各リスク低減への取組の関係性を整理することで，リスク低減に向けた提言を行った。本報告書が今後のリスクマネジメントを行う上で参考になれば幸いである。 |

In water supply and sewerage facilities, there are potential risks due to internal factors such as aging facilities, a decrease in staff, and insufficient financial resources, as well as risks due to external factors such as environmental pollution and disasters. In order to provide safe, secure, and stable services, it is very important to take measures to reduce the risks. Conventional efforts have focused on preventive maintenance against aging facilities and equipment failure. In recent years, the spread of ICT technology and the occurrence of disasters such as large earthquakes and rainwater flooding have increased the importance of security management and disaster risk management.
Against this background, we examined efforts to reduce the risk of water supply and sewerage facilities. Although the risks covered are wide-ranging, we conducted surveys focusing on water quality, disasters, facilities, human resources, and security. First, we organized the number of relevant documents cases based on a literature survey to grasp the transition of risk targets, and conducted a questionnaire on the risk reduction efforts of water supply and sewerage works. Based on the survey results, we reported on what they were considering, such as focused risks, actual events, and countermeasures. In addition, we introduced risk reduction technologies and made recommendations for the reduction. We hope this report will aid risk management. |
